Permitting Process Overview

New York Transco will need to obtain permits and approvals from state and federal agencies in order to construct the upgrade. The New York Article VII is a key  permit. Article VII is a “one-stop-shop” through the Public Service Commission (PSC) for permitting projects like RTS.

New York Transco submitted an application for a Certificate of Environmental Compatibility and Public Need (Certificate) on November 5, 2020 and have been assigned Case Number 20-T-0549. A summary of the application can be found here.

On September 9, 2021 the PSC granted New York Transco a certificate approving RTS. Transco will file a two-phased Environmental Management and Construction Plan (EM&CP) with the PSC that will includes plans and specifications for RTS environmental projections, vegetation removal and construction activities.

The PSC approved the first phase of construction plans for work associated with vegetation removal at the Sugarloaf Switching Station on January 20, 2022.

RTS submitted the second set of construction plans (Phase II EM&CP) to the PSC on January 14, 2022. The PSC approved those plans on May 12, 2022, allowing construction to begin.

How to Subscribe to the PSC Service List

Once the project files an Article VII application, it will be assigned a case number. If you would like to subscribe to a service list and receive updates on an Article VII project, a Service List Request Form can be downloaded from the PSC directly. Requests to be added to a project’s service list can be filed anytime while a docket remains open with the PSC.
